How to apply and renew
Cleveland Code § 670A.03 says each alarm-system user must register with the Commissioner of Assessments and Licenses. A new system must be registered no later than the date it is placed in operation.
The registration runs from January 1 through December 31 and must be renewed before January 1.
The police chapter applies to each alarm-system user, defined as the person who owns, controls or has the right to possess the premises. The cited registration sections do not limit these rules to monitored systems or exclude residential property.
Police registration. Register when the system begins operation and re-register before January 1 each year.

Fire-alarm information
Fire-alarm registration is separate from installation approval. Cleveland Code § 381.05 says a permit is required before a fire alarm, detection or suppression system is installed, enlarged or altered. Confirm which user registration and installation permit steps apply to your project.
Fire alarms
Fire-alarm registration
Cleveland Code § 395.06 separately requires the owner or leaseholder of property served by an alarm system to register and re-register annually.
The code waives the $25 fire-registration fee for a calendar year in which the owner or leaseholder paid either the fire-alarm permit fee under § 381.05 or the police-alarm registration fee under § 670A.03.
